Shayturo O. Criminological Principles of the Activity of Self-Government Agencies in the Sphere of Combating Crime

The author of the thesis has holistically, with the application of modern methodology of legal research studied the criminological principles of the activity of local self-government agencies in the field of combating crime. As a result, the author has formed a holistic scientific concept of criminological provision for the activity of local self-government agencies in the field of combating crime in modern conditions. Counteraction to crime at the regional level has been characterized. The system and the legal status of local self-government agencies have been analyzed. The author has characterized legal regulation of the activity of local self-government agencies in the field of counteraction to crime; on this basis the author has distinguished three basic forms of legal regulation. International experience of the activity of municipal authorities in the field of counteraction to crime has been analyzed. Theoretical possibility and practical demand for studying the mechanism of criminological activity of local self-government agencies in the field of counteracting crime has been substantiated. The tasks and directions of providing criminological safety at the level of administrative and territorial entities have been determined. The forms and methods of criminological activity of local self-government agencies in the field of counteracting crime have been considered. The system of measures on counteracting crime within the activity of local self-government agencies in the field of combating crime has been outlined. The programming of counteraction to crime in the activity of local self-government agencies has been characterized. The interaction of local self-government agencies with other subjects of counteraction to crime has been analyzed. It has been determined that legal and education activity of local self-government agencies in the field of combating crime covers a set of internally coordinated systematic and continuous measures of information and educational, moral and convergent orientation towards the population of a certain region aimed at achieving the objectives of counteracting crime. The author has clarified that the criminological activity of local self-government agencies in the field of combating crime is implemented on the general social, special and criminological, individual levels.
