Zelenskyy K. Theoretical and methodological aspects of modeling the competitiveness of specialized economic systems

The significance of the results obtained for the science: the results obtained by the author reveal the systemic essence of the informational-analytical and economical-educational space «state→enterprise (SES & ZVO)→person» and the content of strategic management of the competitiveness of specialized economic-educational systems-enterprises through the prism of distinguishing the innovation management process dominant on the implementation of simulation procedures to ensure the productive functioning of the SES in a dynamic market environment. The significance of the results obtained for the practice: determined by the formation of economic and managerial tools for the development of the strategy of management of the SES in the space «state→enterprise (SES & ZVO)→person», which ensures the quality of the system of making management decisions in the educational and economic environment through the use of a complex of applied programs for managing the competitiveness of the SES. The work is devoted to the introduction, development and substantiation of theoretical and methodological aspects and the dominants of the process of managing the competitiveness through the implementation of simulation procedures to ensure the productive functioning of specialized economic systems in the market. In the dissertation, the essence of the economic category «competitiveness» is systematized in the context of integration of its parameters for application to the needs of the functioning of specialized economic systems. A mathematical model was constructed and the conditions for efficient use of budget funds in the specialized economic system «Higher Education» were studied at the level of minimum legal requirements for the student contingent and their correlation between levels (degrees) of education. The methodology of constructing formulas and mathematical models for transferring the needs of employers of Ukraine to specialists by professional groups to the needs of specialists by levels (degrees) of education has been developed. The methodology of matrix and graph-combinatorial modeling of sets of competitive educational and educational-creative trajectories in the education system of Ukraine, which are graph-criteria of the competitiveness of the specialized economic system «Person», are developed. The method of graph-gradient analysis of sets of competitive educational trajectories in the system of degree education is developed, which allows to estimate the total expenses of budget funds for the preparation of bachelor’s degree, identify educational paths with minimum and maximum financial costs, to forecast the dynamics of budget expenditures for the following academic years, to choose a rational educational trajectory for the person while ensuring the quality of education and the minimum financial expenses and terms of training. The methodology of graph-combinatorial modeling of the structure of a competitive curriculum as a basic management element of the competitiveness modeling of the specialized economic system «Institution of Higher Education» is developed.
