Kononova I. Strategy for managing the development of the national economy as a social and economic system

The dissertation is devoted to the solution of the important scientific and applied problem connected with the substantiation and development of theoretical and methodological foundations of the management of the national economy development. The expediency of a two-component consideration of the essence of the concept of development, based on the combination of its consideration by the essential and the resultant-consequence components is grounded. An approach to interpreting the concept of «development», which is based on a two-component consideration of development, is proposed. The classification features of development are established: components of development and variation of sustainability of development. An attribution model of development has been constructed. The classification of factors for the development of socio-economic systems by using the sign «directional influence» was improved. A methodological approach to the formation of an information base for identifying development impulses has been developed. The methodology of estimation of development of socio-economic systems and variability of the external environment is considered. Methodical approaches to assess the development and variability of the environment have been tested. A methodological approach to establishing the impact of environmental variability on the development of the socio-economic system has been proposed and tested. A methodological approach to assessing the adaptability of the socio-economic system has been developed. The classification of socio-economic systems strategies according to different characteristics is systematized. The matrix of choice of type of strategy of management of development of socio-economic system is developed. The risks that can significantly influence the decrease of the indicators in the forecast period are investigated. It is proved that the main steps in the implementation of the developed strategy for managing the development of the socio-economic system should be to optimize the structure of capital investment and the cost of innovation.
