The dissertation is devoted to the complex and thorough analysis of the problems of legal regulation of personnel support of the civil service of Ukraine. The paper deals with the legal nature of the civil service staffing, reveals the nature and characterizes the features of this legal phenomenon. The basics of the research methodology, the prerequisites for the emergence of public service staffing and the periodization of the genesis of the issue are clarified. The system of principles of legal regulation of personnel support of the civil service of Ukraine is analyzed, its tasks, functions and guarantees are outlined. The forms and methods of legal regulation of personnel support of the civil service of Ukraine are presented and their content is characterized. The arguments of the elements of the structure of legal relations in the sphere of personnel support of the civil service of Ukraine are given, as well as the specific features of each type of such legal relations are noted. The peculiarities of emergence, development and termination of legal relations in the sphere of personnel support of the civil service of Ukraine are revealed. The problems of providing and realizing the labor potential of the civil service of Ukraine and the problems of bringing to account the employees of the civil service of Ukraine are identified and the justified ways of their solution are indicated. The directions of optimization of legal regulation of the personnel support of the civil service of Ukraine under the national legislation have been formed. The directions of borrowing positive European and world experience into national labor legislation in the field of research are distinguished.
