In the dissertation research the theoretical and practical bases of formation of managerial competence of the future heads of institutions of general secondary education have been considered and substantiated. As a result of the implemented theoretical-methodological analysis, based on research in the field of philosophy, management, professional pedagogical education and own professional experience, it is proved that the formed managerial competence of the heads of institutions of general secondary education is the result of their readiness for practical managerial activity. The content of the phenomenon of “managerial competence” has been supplemented, which is interpreted as a set of knowledge, skills and abilities from the theory of organization of the institution of education, construction of the effective implementation of its structural units, management, legal aspects of the management of the educational institution, strategic and innovative management, management of educational and pedagogical activity, statutory activity, labour resources, content of internal school documentation, information communications, management techniques, audit and evaluation of managerial activity, psychological aspects of management, social and environmental safety of activity, use of educational technologies, as well as the availability of personal and professional qualities for their own self-realization, aimed at the desire for self-perfection, professional development and self-actualization, which the director of the school must thoroughly possess for the organization of both subject-subject relations, and for creating effective internal and external environment, application of managerial technologies, adoption of adequate managerial decisions.
The pedagogical system of forming the managerial competence of the future heads of institutions of general secondary education in the process of continuous professional training has been worked out, which contributes to the qualitative realization of educational process and influences the effectiveness of the formation of managerial competency of undergraduates and represents a set of elements of the macro and micro environment of a higher education institution, united by a unified purpose, interconnectedness, aimed at achieving the desired result. Creating the pedagogical system for the formation of managerial competence of the future heads of institutions of general secondary education, the functions of its effectiveness have been identified: analytical, motivational, stimulating, evaluation, informational, organizational, orientational, corrective, controlling.
Pedagogical simulation contributed to the graphical construction of the object of study, characterized by the presence of components that reveal the essence of the entire pedagogical system, with established and determined mutual interconnected bonds, through which a gradual, complex, systemic process is traced, aimed at the final result - achieving a high level of formation of managerial competence of the future heads of institutions of general secondary education. Proposed structural-functional model of the pedagogical system of formation of managerial competence of the future heads of secondary education institutions includes the following blocks: organizational-target, methodological, content, activity, productive. The developed structural-functional model allows to investigate the object, to predict the stage-by-stage phase of obtaining positive result, to plan the actions of the participants of the educational process and to realize its elements in the practice of functioning of the institution of higher education.
The concept and pedagogical system of forming managerial competence of the future heads of institutions of general secondary education in the process of continuous professional training have been developed. The effectiveness of the developed structural-functional model of the pedagogical system has been experimentally proved by the implementation of organizational-pedagogical conditions: creation of software for the specialty 073 «Management» of the field of knowledge 07 «Management and Administration»; implementation of interdisciplinary integration at the levels of «Bachelor» ˗˗ «Master» and «Master», taking into account succession and continuity; adaptation of theoretical program material to practical managerial activity, creation of conditions for self-realization as a manager; formation of positive motivation to the necessity of forming managerial competence, creation of a motivational environment on this basis; formation of value orientations in their own self-realization from the position of the head of the institution of general secondary education.
