The dissertation is devoted to the development and substantiation of theoretical and conceptual foundations and methodological tools for forming the mechanism of entrepreneurship development on the basis of cross - border partnership. The epistemological and ontological essence of the category "entrepreneurship on the basis of cross-border partnership" as a subject and object of economic-theoretical research is investigated, the interrelation of categories "entrepreneurship", "cross-border partnership", "cross-border cluster" is determined; a new scientific problem of formation of mechanisms of organization and increase of efficiency of business activity on the basis of cross-border partnership is made; The institutional basis for the formation of the mechanism of institutional support for the formation and development of cross-border business subsystems has been determined. Critical analysis of strategic initiatives and models of foreign experience and regulatory support of business development on the basis of cross-border partnership; the mechanism of intensification of cross-border cooperation of business structures in the conditions of EU enlargement is proposed; guidelines for entrepreneurship development based on cross-border partnership are systematized. The conceptual bases of the integrative system of spatial organization of activity of the subjects which form the basis of business development are substantiated; the concept of entrepreneurship development based on the principles of cross-border partnership is substantiated; the dichotomy of the conflict-network paradigm for the creation of scenarios for the creation of new architectonics of cluster cross-border interaction of business entities is clarified; modeling of the basis of spatially localized cross-border business subsystems has been performed; methodological approaches to transformation of forms of interaction of subjects on the basis of cross-border partnership are developed. The program of entrepreneurship development based on the principles of cross-border partnership is substantiated; the directions of implementation of the program of business development on the basis of cross-border partnership in the conditions of information economy are determined; the concept of the phenomenon of the cross-border cluster and the mechanism of its functioning and development have been clarified. The conceptual principles of state regulation of entrepreneurship development based on the principles of cross-border partnership have been clarified; defined the content of public-private partnership as a form of cooperation and business development on the basis of cross-border partnership; the essence of the most expedient forms and methods of assessing the effectiveness of entrepreneurship on the basis of cross-border partnership is revealed.
