In the thesis, they theoretically substantiate and propose a new solution to the scientific and applied problem on the theoretical, methodological and practical aspects of the formation of the institutional system of human capital development of the national economy. The genesis of theories of the development of human capital is revealed, it became the basis for substantiating the methodology and identifying new approaches to the institutional system of human capital development of the national economy. It is emphasized that the weak development of human capital is the main reason for the lack of systemic institutional reforms and the low efficiency of reforming and developing the national economy. Human capital is defined as an intangible asset, which is a combination of inherent and acquired qualitative and quantitative properties of a person, generates, supports, provides income growth, becomes a driving force for the development of an economic agent and initiatively affects all processes in society. Human capital is disclosed as bringing not only economic income, but also moral satisfaction, spiritual comfort, and physical health. A new category is introduced – the «5D Intelligent Printer», which is understood as the institutional information system of formal, non-formal and informal education, creates a synergistic effect from such human activities and prints modern human capital that can process the information received and independently generate new ideas and solutions. The systematization of the components of human capital, in particular institutional, is further developed. The institutional components of the human capital of the national economy are highlighted. Their composition is proposed. It is proposed to classify human capital according to a number of criteria. The institutional content of human capital is revealed in the framework of the new institutional paradigm. The methodological approach to building the institutional structure of the human capital of the national economy is improved. A model for institutionalizing the development of high-quality and non-profit components of human capital based on the expansion and public formalization of informal institutions for the inclusion of human development is developed and theoretically substantiated. The concepts of «institutional system for the development of human capital» are formulated and justified. A systematic analysis of the development of human capital and the institutional environment at the international level in Ukraine is carried out. The concept of the institutional development of human capital of the national economy is presented, which is formed on the basis of the new institutional paradigm of economic development, is an interconnected set of theoretical and scientific-practical concepts. A model of institutional changes in the development of human capital is developed. The existence of a relationship between the level of development of the country's human capital and the country's institutional system on the basis of the developed economic and mathematical model is proved. To study the qualitative and quantitative assessment of the relationships between the level of development of the country's human capital and institutional factors, multivariate correlation and regression analysis is used. The scientific and methodological approach to the formation of a mechanism for managing the institutional system for the development of human capital of the national economy is improved. The mechanisms of the institutional system for the development of human capital of the national economy are improved.
