Usyk V. Government financial rules in the national education sphere development

The dissertation analyzes the sphere of education and the mechanism of its financial support in order to determine the financial rules. In general, the paper addresses the problem of clarifying the content of government policy rules at the general - the whole national economy - and specific – education - levels. The theoretical aspect of policy rules is based on the experience of fiscal and monetary rules studying. First of all, in the author's opinion, the experience of identifying rules in the form of equations between the indicators of education financing and other macro-financial, resource and other indicators deserves attention. An applied aspect of the education financing rules involves turning them into a public administration instrument. The theoretical significance of the obtained results consists in educational sphere financial rules identification and the appliance of these results in the macroeconomic analysis. The practical significance of the results of the study is linked to proposals regarding the financial rules institutionalization, as well as to the Ukrainian education development strategy new aspects substantiation. The author proposes a strategy for the development of Ukrainian education based on the implementation of the rules of its financing by the government using the RBM methodology.
