The thesis is the first research in Ukraine, where the author comprehensively, using modern methods of cognition, considering the latest achievements of legal science at the systemic level of analysis and generalization, has revealed, described and explained the phenomenon of state anti-crime programming in Ukraine, criminological scenarios of crime transformation have been formed, and also proposed a system of measures to improve the criminological activities of the formation of national anti-crime programs. The current state of the scientific development of the problems of combating crime in Ukraine has been described as well as the methodology of studying the problems of combating crime in modern conditions. The place of government crime control programs in the hierarchy of strategic documents has been determined. The foreign programming experience in this area has been examined and prospects for Ukraine have been determined. The definition of a criminological scenario for the transformation of crime has been made and its structure has been determined. The modern trends of the transformation of the criminological situation in Ukraine have been studied. Criminological scenarios of the development of crime in Ukraine have been made for the medium term. The genesis of the formation of government crime control programs has been studied; their structure, content and formation principles have been characterized. The concept of the theoretical model of the government complex anti-crime program has been made and the draft Concept of the government complex program to combat crime until 2023 has been developed. The questions of information and analytical support for the formation of the government anti-crime program, monitoring and evaluating the effectiveness of their implementation have been considered. Measures to improve government anti-crime programming in Ukraine have been identified.
