The dissertation research solves the problem of the creation of convenient tools for the controlling and management of a wide class of dangerous objects industrial safety on the basis of the modern information technologies with the ability to determine the absolute value of the risk and the uncertainty. The result of this work is the establishment of the methodological foundations of the information technology of safety on the basis of typical probabilistic structural-logical models, which are the generalization of probabilistic structural-logical models of dangerous objects of the industry with a maximum set of elements and systems which are typical for the given industry and used for the same purposes and functions. The main purpose of the dissertation is to develop a methodology for safety management on the basis of a risk-oriented approach and modern information technology. The author developed the method for creating typical models of the industrial dangerous objects (probabilistic structural-logical models) and procedures for adapting the model to the object. In the dissertation research the paradigms of safety management are identified and the appropriate safety management strategies are classified. All the information processes of safety management for possible paradigms and strategies have been analyzed, their models have been developed from the point of view of information streams movement. The method for the evaluation of the effectiveness of safety management based on the assessment of the probability of making incorrect decisions within the identified safety management strategies is developed. It is proved that safety management based on probability safety analysis and safety culture is characterized by the lower errors in the decision making processes.
