Essay

The object - the agrarian sector of the economy of Ukraine. The purpose - theoretical and methodological substantiation of the principles and development of practical recommendations for the formation of modern paradigm of development of the agrarian sector of the national economy in the current context. Methods - systematic approach, abstraction, analysis and synthesis, dialectical method, institutional analysis, monographic, systematic-structural, structural-functional analysis, quantitative and qualitative analysis, analogies, observations, statistical and graphical methods, hypotheses and assumptions, formalizations, economic-mathematical modeling, method of theoretical generalization. Novelty – theoretical and methodological approaches to the formation of the modern paradigm of the development of the agricultural sector in Ukraine, the basic elements of which are focused on the optimal combination of industry specialization and spatial interaction of industrial, social and environmental components are proposed; scientific approaches to the study of the essential determinants of the functioning of the agricultural sector as a complex multi-sectoral territorial combination of organizational, economic, production and technological features of agricultural specialization, are improved; conceptual theoretical and methodological dominants of institutionalization of the modern paradigm of the agricultural sector of the economy are verified; basic postulates of agrarian policy, which should be based on existing needs and existing potential of the country, which emphasizes the resource-technical and technological self-sufficiency of the agricultural sector, modification of organizational and production structure of agrarian business, greening of production processes, improving social and economic situation of rural population, are substantiated; methodological tools for making strategic financial decisions based on a comprehensive approach to financing the activities of the agricultural sector, taking into account the regional characteristics of agricultural production and rural development with a focus on promising areas, are developed; the methodological basis for modelling scenarios of agricultural sector development with the help of cluster analysis tools is improved; theoretical dominants of the integrated relationship and coherence of the organizational and economic mechanism of development of the modern paradigm of the agricultural sector with an emphasis on the peculiarities of building a functional system have been further developed; methodological approaches to the formation, functioning and development of the resource potential of agricultural production, its quantitative characteristics and structural parameters with the help of tools of general scientific and special research methods are substantiated; methodological tools for assessing the effectiveness of agricultural policy measures through the prism of sectoral, resource and potential approaches using indicators of efficiency of production and consumption of products by the population are improved; an innovative strategy for modernization of the agricultural sector is proposed, which is based on: organizational and economic mechanisms to ensure agricultural production with high-performance equipment, development of technologies of ecologically economical agriculture, technical equipment of fodder production, maintenance and feeding in animal husbandry, development and commercialization of the modern technologies.
