The thesis paper conducted the scientific problem solution on the formation and substantiation of scientifically applied principles of energy saving management of construction enterprises. The thesis elaborates and substantiates the conceptually environmental basis of the project and procedural format of the energy saving management target financing projects in construction, which allows: to form a specialized environmental space of investment implementation processes in construction to ensure the energy saving efficiency; to develop a modern conceptual and environmental tools for energy saving management, considering the construction specifics, which includes a set of specialized methods, mechanisms and models; to substantiate developed toolkit for functional architectonics use; to introduce into practice the formation of the construction enterprise investment portfolio, proposing innovation on the basis of proving their effectiveness. The scientific basis of the innovative construction enterprises-stakeholders facilitation-reflexive management theory of energy saving investment portfolio formation methodology project implementation is formed, including: implementation of innovative theoretical and empirical environmental type components; specialized parametric characteristics and content-functional dominants of staff facilitation-reflexive mechanism motivations; organizational and management regulations of energy saving programs on the pre-investment, construction project phase, considering the innovative format of institutional participant interaction; An applied scientific and methodological approach of economic formalization of energy saving management projects within the energy cluster of construction has been developed, which allows tracing the estimation of construction enterprise energy saving potential dynamics.
