Bezusyi V. Social protection of civil servants in Ukraine.

The dissertation is devoted to the complex and thorough analysis of the problems of legal regulation of social protection of civil servants in Ukraine. In this paper the specificity of the legal status of a civil servant as an object of social protection is clarified and the problem of classification of civil servants as an object of social protection is characterized. The content of the structure of conceptual bases of social protection of civil servants is revealed. The purpose, system of principles, tasks and functions of social protection of civil servants are analyzed, the content of each of them is characterized. The level of social protection of civil servants in Ukraine is analyzed. A description of the directions and forms of social protection of civil servants in Ukraine is given, as well as the specific features of the means and methods of social protection of civil servants. The concepts and peculiarities of legal relations on social protection of civil servants, their types, as well as the grounds for the emergence, change and termination of such legal relationships are investigated. The list of negative aspects of the current state of social protection of civil servants in Ukraine is determined and the justified ways of their solution are offered. The directions of improvement of legal regulation of social protection of civil servants in Ukraine have been formed. The directions of borrowing positive European and world experience into national social legislation in the context of social protection of civil servants are highlighted.
