Essay

The purpose of the study is to improve the theoretical and methodological provisions, development of scientific and methodological approaches and practical recommendations for regulating the development of the national innovation system in a globalized environment. The object of research is the processes of formation and regulation of the development of the national innovation system in the transnational and coevolutionary aspects. The subject of research - theoretical and methodological principles and practical provisions that determine the patterns of formation and regulation of the national innovation system in a globalized environment. The following research methods are used in the work: general scientific - analysis and synthesis, hypothetical-deductive, systemic approaches; theoretical knowledge in economics - neoclassical, institutional, evolutionary; applied economic and economic-mathematical - economic analysis, econometrics, cluster analysis, genetic algorithms, neural network modeling. Theoretical and practical results: the directions of improvement of theoretical and methodological bases of regulation of NIS development in the context of a paradigm of a four-link spiral which reflects coevolutionary connection of all its elements are offered: science and education, business, institutes of the power, a society. It is proved that such determinants of NIS development as intellectualization, globalization and greening of the world economic space, largely form a glocalized environment with its own features that determine the potential and strategic directions of the system. Conceptual provisions for regulating the development of NIS in a globalized environment are proposed, which provide for the typology and identification of basic types of innovation systems, as well as the formation of strategic guidelines for effective development of a system taking into account its typical affiliation and global trends in innovation. A set of tools for economic and mathematical modeling of NIS development in a transnational and coevolutionary context has been developed, which allow to study the projection of global processes on local systems. Conceptual provisions for substantiation of individualized strategic guidelines for regulating the development of NIS of Ukraine and recommendations for further improvement of the regulatory framework for its operation are proposed. Scientific novelty: development of a set of theoretical and methodological provisions and scientific and methodological approaches to the development of the national innovation system in a globalized environment, based on which tools and strategic target guidelines for its regulation in a transnational and coevolutionary context are proposed. Scientific provisions and research results have been implemented in practice: the Verkhovna Rada of Ukraine, the Ministry of Economic Development and Trade of Ukraine, the Institute for International Cooperation Development (Poland), Kreston GCG (representative in Ukraine of the international network "Kreston International" - a world organization in consulting and auditing services), Dnipropetrovsk Chamber of Commerce and Industry, Pokrovsky City Council of Donetsk region, University of State Fiscal Service of Ukraine, Donetsk National Technical University of the Ministry of Education and Science of Ukraine.
