In the dissertation on the basis of generalization of concepts of domestic and foreign scientists, the legislation and long-term practice of law enforcement agencies of Ukraine and other countries scientific positions are developed and results which together solve an important scientific problem of definition of theoretical bases of criminological maintenance of police activity and practical recommendations on improvement of the legislation are received. and practices of its application. The analysis of criminological support of police activity, its historical forms, content and mechanism of origin, development and provision is carried out, which allowed to formulate new and saturate with existing data existing arguments in favor of recognizing such an array of knowledge as a separate criminological theory. The author's definition of the concept of "criminological support of police activities" as a strategic functioning of appropriate actors to ensure prevention, prevention, restriction, elimination of crime, protection from it, prevention and cessation of crime, based on real information about crime, the use of criminological forecasting and planning. A comprehensive study of such a means of criminological support of police activities as criminological monitoring, widely considered its advantages and disadvantages and proposed the most effective way to implement it in law enforcement, fully explored the concept of such a phenomenon as criminological monitoring and examples of successful implementation of this ensuring policing in other states. The practice of directions of criminological support of police activity of foreign countries with Ukraine is comprehensively analyzed and compared. It is concluded that in some countries the science of criminology (criminal sociology) is at a qualitatively higher level, and among all the variety of criminological tools used by the police in the performance of its direct duties, the most important are: in-depth interaction with the public, application modern technologies and clear cooperation of all police departments to achieve the goal in the form of a successful fight against crime. The parameters of the national model of criminological support of police activity - its goals, objectives, principles, directions of its implementation and the system of subjects - as the activities of the state, society and their institutions to develop the main directions of achieving a certain level of protection of vital and other essential interests , state and humanity. The definition of the concept of "crime", which is a social phenomenon, which is expressed in the criminal activity of individual members of society, which is depicted in the individual propensity to commit certain illegal acts. Proposals have been developed for the urgent need to establish more effective interaction between the state and the public. It has been proven that in addition to standard interviews and advocacy campaigns, police officers need to delve deeper into their patrol areas and more actively involve the public in joint volunteer campaigns for early crime prevention, especially among young people. The theoretical content of the concept of combating crime is concretized, which can be presented as a special complex, multilevel object of social management, which is a variety of forms of activities of relevant entities (government, non-governmental bodies, institutions, civic groups and individuals) interacting in in the form of a system of heterogeneous measures aimed at finding ways, means and other opportunities to effectively influence crime in order to reduce the intensity of crime determination at all levels, neutralize its causes and conditions to limit the number of criminal manifestations to a socially tolerant level. The definitions of "crime", "crime prevention" and "crime prevention", "policing" were further developed, the characteristics of these concepts were given and proposals were made to improve the conceptual apparatus of these definitions. The features of these concepts in the context of the study of these concepts in foreign countries are explained in more detail; A description of the state of crime in Ukraine today, identified the reasons for its further growth and proposed tools that should help guide the further progressive development of crime, and with their effective use, even reduce crime in the country. Theoretical substantiation of necessity of application of foreign experience of criminological maintenance of police activity taking into account features of our country is carried out, it is argued, what international programs on struggle against crime need to be introduced in the Ukrainian legal system.
