Radchenko O. Structural and functional support of agro-industrial complex development in the conditions of globalization: theory and methodology

The study substantiates the theoretical, methodological and scientific-practical principles of structural and functional support for the management of the development of the agro-industrial complex of the national economy. Analyzing the structural and functional support of development, it was proved that a balanced approach to choosing the optimal level of state regulation in the agro-industrial complex is a necessary prerequisite for further continuous and dynamic growth of economic and social aspects and the level of economic or administrative levers. efficiency of its development. The paper generalizes the theoretical foundations of the paradigm of the strategy of innovative development of agro-industrial complex, defines its peculiarities and directions in the agrarian sector. The methodological support of adaptive regulation of agro-industrial complex development is proposed, which provides for complex transformation and modernization of the national macroeconomic environment in the agrarian sector. Conceptual provisions for the formation and implementation of structural policy have been worked out, and strategic guidelines and strategic priorities for the development of the agro-industrial complex have been substantiated. Theoretical bases are formulated, peculiarities of functioning of agrarian sector of economy are revealed and the hypothesis under which effective state agrarian policy will contribute to strengthening the economic security of the state is substantiated The conceptual vision of the model of further development of land relations in the conditions of influence of factors of internal and external environment is proposed and elaborated and the expediency of introduction of the agricultural land market is substantiated, which will allow to consolidate all available potential of the agricultural sector of the national economy and create conditions for its further sustainable development. Priority directions and instruments of realization of potential of development of agrarian sector of economy of Ukraine are substantiated. The elements of institutional support for the sustainable development of the agricultural sector of the economy are distinguished. Possibilities of harmonization of parameters of development of agrarian sector and strengthening of food security of the state are argued. The instruments of realization of export potential of agrarian sector in the system of foreign economic security of Ukraine under the conditions of European integration are offered. The system-wide regularities and principles of functioning of development of social and economic systems that are a fundamental basis of the further applied researches in national economy and agrarian and industrial complex in particular are defined. The theoretical and methodological foundations on typologization of factors of influence of globalization processes on the development of agro-industrial complex and its structural components, the basis of which are the isolation of a number of factors of influence, their systematization by appropriate typological features based on the analysis and synthesis, are formed and substantiated.
