The dissertation is devoted to the scientific substantiation of theoretical and methodological bases and the development of practical recommendations for the substantiation of management decisions to ensure the introduction of energy saving technologies in industrial enterprises. The concept of energy saving technologies management is developed as ensuring the development of an industrial enterprise on the basis of basic process-competence and supporting (system, resource, situational, attributes) approaches and a reasonable set of principles of management theories, risk management, stakeholders, centers of responsibility, sustainable development activity and transformation specificity of the external environment through the prism of methodological, methodical and applied approaches. A comprehensive instrumentarium has been developed for integrated energy efficiency assessment of energy saving projects at industrial enterprises based on a multilevel system of performance evaluation according to certain criteria and integrated indicators of selected subsystems from the standpoint of minimizing total energy costs and operating costs of alpha-stakeholders under the condition of applying economic and analytical methods. A model of risk management of energy saving measures at industrial enterprises has been developed, which is based on risk classification (technical, financial, procedural), strategies for their minimization in the two-factor plane «energy efficiency-risk». Methodological bases of formation of system of substantiation of administrative decisions concerning introduction of technologies at the industrial enterprises as generation of adjectival decisions on the basis of a modern innovative model-information complex and methods of simulation modeling are substantiated. The scientific and methodological approach to improving the procedure of consideration and approval of energy saving investment projects is substantiated, which determines the procedure and terms of project acceptance, procedure of project consideration and analysis, project approval criteria based on spatial coordinates of management decisions of three subcriteria of global priorities: consumer value, degree risk and technical feasibility.
