The theoretical and methodological foundations of management of the national tourist system (NTS) are developed in the dissertation and the scientific basis of practical recommendations and methods concerning its improvement is justified. This is due to the lack of the effective national model of economic growth and the urgent need of scientific updating of existing approaches to the NTS management. The structural chain «tourism → tourist system → national tourist system» is modeled, it is based on the results of the comparative analysis of the theoretical foundations of the tourism essence and the tourist system. The NTS essence is defined as a spatially localized totality of socio-economic, functional, sectorial, institutional and information subsystems of the national economic system, which provide the production processes on the basis of purposeful interaction, sale, distribution and consumption of the tourist product. Transitivity is the NTS defining feature. Its property as a dynamic system that is in a state of constant motion under the influence of meso-, macro- and microenvironment factors is revealed. The theoretical basis of the NTS management concept as a socio-economic phenomenon based on the synthesis of general scientific, economic, mainstream approaches to the study of socio-economic and tourist systems has been formed. The communicative approach as the centre of the subject sphere of the NTS management concept is defined. It is proved that the NTS management methodology is based on the dialectical unity of economic, social, systematic, structural, process, functional and synergetic approaches to the management of complex socio-economic systems. Methodical foundations of the organizational mechanism formation of the NTS management are revealed. The NTS management over a 20-year lag has been monitored. The directions of elimination of the revealed functional, structural and temporal asymmetries of the NTS development are determined according to the monitoring results. The NTS functional and indusrtial structure has been analyzed, it consists of the basic (diversified), accompanying and providing spheres. It is substantiated that the NTS functional and indusrtial structure consolidates integration interactions of the subjects of different types of economic activity, adapting to transformational factors, is characterized by change and updating properties, signs and functions that demonstrate the NTS development. The improvement directions of NTS institutionalization processes of management due to its transformation into multisubject have been offered, which reflect the NTS development integration phase, aimed at achieving a balance between strategic goals and the existing development of its subsystems in the institutional environment. A methodical approach to impact evaluation of the NTS management has been developed on the set of economic, socio-cultural, environmental, technological and institutional indicators, which are grouped into tactical (basic, auxiliary) and strategic dimensions. The impact of the national tourist system on the national economy is simulated by identifying functional relationships between factor and result variables, which are the key indicators of the NTS activity: the NTS contribution volume to GDP and the NTS revenues from international tourism. The NTS development prediction on the foresight based on a combination of intra-system and inter-system comparisons of forecast trends of social and economic systems is offered. The roadmap of the NTS development as a means of long-term planning of strategic guidelines and their implementation over time horizons (1–3 years, 5–8 years, 10 years) is developed, the initial principles of which are consensus results of experts foresight survey, the integrated NTS development plan based on specifics of the NTS management in special periods (pandemic, military conflicts, natural disasters). The introduction of inclusive business models in the NTS management is substantiated and it is proved that their introduction through conducting socially responsible business, compliance with environmental and social standards will ensure the NTS effectiveness. The innovative dominants in the NTS management are identified, which are concentrated in the digital, communication, partnership, environmental finance areas. It is proved that the innovative dominants introduction in the conditions of economic turbulence of national and world tourism will ensure the strategic priorities achievement of the NTS management.
