Hnatenko I. Formation of state priorities of business development in the conditions of innovative economy

It is determined that the development of entrepreneurship in the national economy is of strategic importance to ensure the competitiveness of the state. The evolutionary preconditions for changing the paradigm of entrepreneurship development to innovative in the context of the formation of economic theory are generalized. The necessity to study the paradigm of coevolutionary connections between innovation and entrepreneurship from the standpoint of transformation of economic theory is proved. It is shown that evolutionary changes demonstrate the close dependence of effective business development on innovations, which are producers of positive changes in the business environment, the engine of transformation of routine or traditional entrepreneurship into innovative and cause increased competitiveness of enterprises. The fundamental differences between the traditional form of business and innovation are analyzed, on this basis the main imperatives of strategic management of innovation as a managed process are determined, the variable nature of transformation of the business environment in an innovative economy is interpreted. The state priorities of renewal of institutional transformations by systematization of measures on state regulation and state support of business development are systematized. Theoretical principles of state regulation of business development in terms of studying the period of crises and adverse external environment are specified. The conceptual principles of state regulation by innovative development of entrepreneurship in the conditions of innovative economy are substantiated. The methodology of research of business development is generalized and methodological bases on formation of the state priorities of development of business in the conditions of innovative economy are offered. The directions of state regulation of business development are specified for the possibility of determining the consolidation of scientific institutions, enterprises, public authorities and other institutions that form the transfer-technological infrastructure of science-intensive entrepreneurship in Ukraine. The features of the innovative infrastructure of business development are determined and the priorities of its further development are systematized taking into account the tendencies on the labor market. The state of development of entrepreneurship, labor market and innovation activity in Ukraine is analyzed. Scientific and methodological principles for assessing the institutional support of business development are proposed. A map of the causal links between the occurrence of "failures" that cause inert development of entrepreneurship in the innovation economy has been developed. Methodological bases for the formation and development of institutional-matrix clustering of entrepreneurship in an innovative economy, based on labor market demand, determining the stages of formation of state priorities for entrepreneurship, systematic implementation of innovative changes in the economy and are focused on reducing the payback period of investment in innovation projects. development. The definition of efficiency of interaction of enterprises in the system of institutional-matrix clustering is offered. The architectonics of the mechanism of formation of state priorities of business development in the conditions of innovative economy is formulated, on the basis of which the economic-time context of business development is considered. Models and procedures for recombination of national clusters are proposed, taking into account labor market demand and based on neural network tools. The scientific and methodological approach to the formation of innovation clusters and Cluster Development Centers with the use of neural network modeling tools has been improved, which, unlike the existing ones, allows to use minimal involvement of human, financial and technical resources of the enterprise.
