Object - the process of state regulation of innovative development of transport infrastructure. Goal - development of theoretical and methodological foundations, methodological approaches and practical recommendations for modernizing the system of state regulation of innovative development of transport infrastructure in accordance with transformational changes in the world economy. Methods - comparative analysis and graphical method, systematization and classification, system approach, modeling, abstraction and logical analysis, morphological analysis, analogy and extrapolation, expert and calculation-analytical. Novelty - for the first time: the paradigm of state regulation of innovative development of transport infrastructure is formed, which is based on the convergence of the provisions of intellectual and partner approaches to the modernization of management technologies; the concept of modernization of state regulation of innovative development of transport infrastructure of Ukraine based on the principles of intellectualization and partnership has been developed; an organizational model for the formation of an intellectual and partner environment for managing the implementation of innovative transport infrastructure development projects is proposed, which provides for the creation of a national innovative transport HUB; improved: periodization of the transformation of the theory of state regulation of innovative development of transport infrastructure of Ukraine; model for evaluating the effectiveness of innovative activities of the transport complex; theoretical foundations of strategic state management of innovative development of transport infrastructure; approach to the process of designing the goals of the strategy for innovative development of transport infrastructure; methodological approach to identifying the level of transport infrastructure development; stages of assessment of innovative development of transport infrastructure in the context of the formation of the National innovative transport HUB; was further developed: theoretical foundations of ensuring the development of transport infrastructure; theoretical provisions on substantiation of priority areas of innovative development of transport infrastructure; model of institutional support for innovative development of international transport and logistics infrastructure; methodology for selecting priority transport infrastructure development projects for state financing; tools for diagnosing the investment attractiveness of transport infrastructure; procedure for financing projects of innovative development of transport infrastructure based on the principles of public-private partnership. Results - theoretical and methodological provisions, methodological approaches and practical recommendations for modernizing state regulation of innovative development of transport infrastructure in accordance with transformational changes in the world economy are formed.
