Hubanov O. Legal liability of public servants: comparative legal research

The dissertation is devoted to a comprehensive study of the features of legal liability of civil servants and comparative characteristics, firstly, the types of legal liability applied to civil servants, and secondly, the legal regulation of the institution of legal liability of civil servants in national legislation and EU countries. Based on the analysis of service law as a set of legal norms governing a specific area of public relations, the applicant substantiated the place of service law in the legal system of Ukraine and the system of administrative law as a branch of law, which allowed, first, to define service law as a branch of administrative law. Second, to characterize the legal responsibility of public servants as an intersectoral legal institution of service law, which combines not only the rules of administrative law, but also the rules of constitutional, civil, labor and criminal law.
