The dissertation describes the conceptual organizational and economic principles of functioning and development on the innovative principles of the management system of the maritime complex of Ukraine, taking into account domestic realities and foreign experience.
The theoretical foundation of the study of the management system of the maritime complex of Ukraine, given the possibilities of its innovative development, should cover the concepts of sustainable development, the professionalization of management, leadership, economic security, as well as the theory of criteria, clusters, development scenarios, system dynamics, team management. In the context of the subject and object of research, a conceptual model of management of innovative development of the management system based on management interaction has been developed and adapted to the needs of the maritime complex.
The essence of maritime activity and maritime economy is considered as one of the key sectors of the economy of Ukraine, which needs urgent and comprehensive innovative changes. It is argued that the main strategic goal of the functioning and development of the maritime economy is to ensure the national and, in particular, economic security of the country. In particular, raw materials, energy, social, innovation, technological, food and foreign economic security depend on the maritime economy.
The author's model of management of the development of the maritime complex on innovative bases under the influence of such environmental factors as the general geopolitical and economic state, state innovation policy, investment attractiveness, prospects of development of marine industries is offered.
It is determined that in the context of innovative development the principles of managerial interaction within the maritime complex should include rationality and efficiency. The first is in the interests of business, the state and society, as well as in the balance of the economic, social and environmental components. The second is to maximize the impact of the activities of the various spheres and areas of maritime activity.
It is proved that effective management transformations in the maritime sphere are impossible without appropriate state support, both strategically in the form of implementation of the state maritime policy, and for solving current tasks of maritime industries through mechanisms of public-private partnership and creation of maritime clusters. These transformations should contribute to the achievement of the main goal of ensuring the harmonious development of Ukraine's maritime complex with a view to realizing its maritime potential, enhancing the competitiveness of the national economy and ensuring the economic security of the country.
The scientific approach to the estimation of efficiency of administrative decisions on the basis of economic and mathematical modeling is formulated. In the context of innovative development of the management system of the maritime complex, these solutions can be aimed at gaining additional effect from strengths, influencing weaknesses in order to turn them into opportunities, as well as to implement existing opportunities and respond to possible threats. As a result, for managerial innovations aimed at reducing costs, an estimate was made based on the calculation of the optimal amount of investment in managerial innovations. Accordingly, for decisions aimed at obtaining additional effect from the strengths and the realization of existing opportunities, the economic result of the introduction of innovative measures of a managerial nature and the further functioning of modernized management systems is determined.
The mechanism of professionalization of management activity in the maritime sector with the separation of such blocks as the initial identification of management abilities is proposed; managerial guidance; primary professional management education; integration of young specialists into management processes; vocational training to fulfill new functions and tasks, as well as in the process of self-development in Life Long Learning mode; related training that helps to strengthen managerial qualities; advanced professional training for management positions.
