Essay

The dissertation is focused on the substantiation of the theoretical principles of building and implementing the national three-level cross-cutting strategic model for the sustainable energy development that consists of the conceptual foundations, management mechanisms and tools, and key players with descriptions of their roles. The model covers all management levels: national, regional, and local. The model is implemented through a series of the corresponding multiple sector and multiple level programs for sustainable energy development (national targeted programs for sustainable energy development, NTP SED). There were developed the scientific and practical tools for the initiation and coordination of the coalescent structured energy cluster as a hybrid type megastructure. This, in the format of a long-term cooperation, brings together the key stakeholders of the sustainable energy development (national and local power bodies, CSOs, businesses, and territorial communities) for the purpose of modernization of the facilities in the energy sector, building sector, transport sector as well, for creating a new, socially important, energy infrastructure. In the methodology, the key feature of “coalescence” is implemented as a peculiar quality of the nucleus of the specialized energy cluster ensuring the highest degree of the synergy of efforts of all players (stakeholders) during the special purposeful merge (coalescence). It aims at getting new emerging qualities and at minimizing the negative impact (influence of factors) by filtering them during elaboration and implementation of the national targeted programs for sustainable energy development, NTP SED. The paradigmal mission basis for initiating and operating the coalescent structure is formed by the principles for the long-term collaboration and partnership between the state, businesses and territorial communities under the Public-Private Partnership (PPP) arrangements; sustainable development; and energy reforms and rational, compromise-based, protection of stakeholders interests, as a platform for ensuring the national energy, economic and social priorities during the implementation of the national targeted programs for sustainable energy development, NTP SED.
