Essay

The dissertation is devoted to the theoretical and methodological study of the formation, development and use of intellectual capital, the efficiency of the institutional system and the introduction of innovations in the national economy. Theoretical approaches and the evolution of views on the development of intellectual capital in the national economy are analyzed. The methodology of system management of intellectual capital of the national economy is offered. The newest methodologies of intellectualization processes are substantiated. These methods in the modern economy contain a large number of indicators, are quite fragmentary, solve specific problems at the international level, but can not be used nationally. Therefore, the study improved approaches to the assessment of intellectual capital by justifying the limits of application of existing metrics. The role of intellectual capital in the innovative reproduction of the national economy is highlighted. The system of effective management of intellectual capital is substantiated, which influences the choice of the optimal strategy of development of competitive advantages and ensuring economic stability on the principles of self-organization, self-development and self-improvement. The result of effective management of intellectual capital is the process of intellectual capital development, which includes the use of intellectual capital in the socio-economic environment. The mechanism of intellectual capital management is highlighted, which provides for a rational combination of appropriate management methods, and is designed to ensure the effective implementation of the functions of intellectual capital and the achievement of goals. The author's approach to the effectiveness of the national institutional system for ensuring the quality of education and competitiveness of science is substantiated and tested. In the framework of scientific research based on the use of dynamic modeling, a formula for integrated estimation of dynamic objects is proposed. In the process of calculating the effectiveness of the national institutional system of education quality and competitiveness of science in Ukraine on the basis of the author's econometric model were substantiated indicators that assess the state of the national institutional system of education quality and competitiveness of science as a whole, as well as its components based on international methodology which made it possible to systematize the factors of intellectualization of the economy and the formation of intellectual capital in an alternative author's model of innovative development of Ukraine. The study of the dynamics of the number of patent applications and constructed a forecast curve, which revealed a steady increase in this indicator in the near future. The dependence of world GDP on the number of patent applications is also reflected, which shows a slowdown in GDP growth with a sharp increase in the presented indicator, which is due to a number of reasons, namely the inefficient use of innovation in certain industries. It is determined that the GDP of Ukraine has no connection with the development of innovations in the country, which is a consequence of the raw material orientation of the state economy and other factors of influence in the predominant political nature. The need for the formation and development of a system of financing startups in the management of intellectual capital in the national economy of Ukraine is proved. A comprehensive method for determining the effectiveness of institutions to accelerate science and technology business for further public funding is proposed. Systematization of mathematical tools of dynamic modeling which allow to expand the available methodical bases of target problems is carried out. Based on the analysis, the selection of target institutions that meet the requirements of public authorities for further funding. The concept of state financing of business accelerators in the context of ensuring the development of intellectual capital in the national economy has been developed. In the process of developing an algorithm for the selection of priority institutions that promote the development of intellectual capital for the purpose of their state funding, the following results have been identified, which are characterized by a significant level of novelty and relevance. As a result of the application of the author's concept it is possible to achieve a reduction in target costs of the impossible corruption component; allows you to choose the most competitive projects.
