Zgalat-Lozynska L. Scientific and methodological bases of state regulation of innovative activity in construction

The dissertation is devoted to the resolution of a problem of scientific development, methodological and applied maintenance of the state regulation of innovative activity in construction. A fundamentally new scientific and methodological basis for selecting priority strategic areas of state regulation of innovation in construction was proposed. It based on parameterization of the innovation context and formalized economic and mathematical tools for forecasting the potential of innovation development, which reflects as a tool for state regulation of innovation change. The scientific and methodical approach to formalization of the complex estimation of the integrated index of conditions of development of innovative activity is proposed. The index of innovative assistance allows to consider a complex of financial and investment, personnel, information, social and economic, administrative and organizational, normative and legal factors, patent activity and protection of rights is offered. intellectual property and systematically diagnose the state, trends and directions of state regulation of innovation. Based on the systematization of the factors of organizational and economic efficiency of state administration of innovation in accordance with their synergistic impact on the criteria of efficiency of innovation, developed scientific and applied tools for formalized identification and forecasting of innovation potential based on statistically dependent indicators of financial, organizational and intellectual constituents.
