Essay

The thesis proposes a concept of sustainable development of Ukrainian industry by overcoming its structural deformations on the basis of innovation and technological modernization and foreign trade security, taking into account integration into foreign economic value added chains. The concept includes interrelated provisions formulated on the basis of several advanced and proven hypotheses. A number of hypotheses as for the sustainable development of the country’s industry have been put forward and proved, connecting the progressiveness of its structure, competitiveness, innovation and technological modernization, foreign trade security and integration into foreign economic value added chains. A new methodological approach is formed, helping to identify priority areas for overcoming structural deformations in Ukrainian industry through its innovation and technological modernization. This approach is based on assessing the progressiveness of the industrial structure and foreign trade security, and takes into account Ukraine’s integration into foreign economic value added chains. Guidance notes on assessing and analyzing foreign trade security of Ukraine’s industry are suggested, taking into account threshold values of indices and integration into foreign economic value added chains. Guidance notes for assessing and analyzing foreign trade in industrial products in Ukraine and the world have been made, which, in contrast to the existing ones, take into account the added value and re-export of imported intermediate products, thus allowing the level of integration into foreign economic value added chains to be determined. Integral indices for assessing the compliance of the country's industrial structure with its progressive state and structural changes have been designed, which, unlike the existing ones, take into account the progressive approach of dividing the industry into sectors, thus providing comprehensive analysis and identification of its deformations. A methodological approach to assessing the competitiveness of the country’s industry and its economic activities is presented, which, in contrast to the existing ones, takes into account both the orientation and efficiency of production and the manufacturability level of economic activities, which makes it possible to determine competitive growth vectors. A system of indices is suggested to assess the innovative activity of enterprises by the economic activity area of the industry. This system, unlike the existing ones, includes both the integral and partial indices that characterize the innovative activity of economic entities, and both the volume of innovative production and financing innovation. It makes it possible to determine the ability of a particular type of economic activity within an industry to innovate. The essence of the interrelated concepts of the state and dynamics of the industrial structure in the country is clarified, which, in contrast to the existing ones, creates a coherent system helping to build integral indices of progress and structural changes in the country's industry. The essence of the following concepts is brought up to date, namely: 1) "industrial competitiveness" and "economic activity competitiveness" which, in contrast to the existing ones, make up a hierarchical system, thus making it possible to build up a coherent system of indices for assessing the competitiveness of an industry and its economic activities; 2) "technological revolution", "industrial revolution", "engineering and manufacturing patterns," and "Industry 4.0", which, in contrast to the existing ones, are not identical, thus making it possible to define the paradigm of innovation and technological modernization of the leading economic activities in Ukraine; 3) "foreign economic value added chain", which, in contrast to the existing ones, means a sequence of interconnected and interdependent economic activities for making value added, these chains being located in at least two countries, and starting with designing research and development projects, providing raw materials, encompassing various stages of production, and ending with the sale and after-sales servicing of end products with their subsequent disposal or processing; 4) "foreign trade security of the country's industry", which, in contrast to the existing ones, means the ability of economic entities to produce and sell industrial products with a positive foreign trade balance and high gross value added within the security threshold values.
