The thesis is devoted to the development of theoretical and methodological foundations, conceptual provisions, and practical recommendations for the development of innovation ecosystems of Ukraine.
The main determinants of innovation ecosystem development have been revealed. They are, firstly, simultaneous processes of globalization and
regionalization (localization) of innovation, which led to the phenomenon of glocalization of the world economy; secondly, formation of network economy and spread of network structures that form horizontal network environment with a new system of communications and organization of relations in the economy, accelerate innovative development. The author further improved understanding of the nature of collaboration in the innovation ecosystems. It has been established that collaboration provides deeper levels of interaction, trust, mutual obligations, and responsibilities among organizations compared to such synonymous structures as networks, coordination, and cooperation. An approach to the development of rational inter-organizational collaboration has been proposed. The research revealed the leading role of industry in the development of innovation ecosystems. It has been developed a scientific and methodical approach for assessment and taxonomy of the types of industrial activities (TIA) of Ukraine according to the level of their innovation. On the basis of the offered technique, the analysis and taxonomy of TIA of Ukraine have been carried out on the level, quality parameters, and market orientation of innovative activity. The analysis and assessment of innovative activity of TIA in Ukraine on the level of manufacturability are carried out for the purpose of the definition of modern trends and problems. The comparative analysis of innovative development of regional industrial complexes on the basis of the ranking method is carried out and their influence on the dynamics of social and economic development of Ukraine is revealed.
It is emphasized that the development of innovation ecosystems depends largely on the success of progressive structural and technological changes in the economy. The necessity of implementation of the creative type of modernizing economy of Ukraine based on the development of science and technologies, investments in the education of the population, neo-industrialization, and development of creative industries are substantiated. Obstacles on the way to neo-industrialization and development of national innovation ecosystem (NIES) are identified and characterized, the proposals
for overcoming them have been developed. The concept of creating an "innovation chain: business incubator – science park – Ukrainian industrial park – European technology park" was developed as a tool for the development of innovation ecosystems in Ukraine and their effective integration into the European Research Area (ERA). Systematization of the institutional foundations of Ukraine's European integration in the scientific, technical, and innovation sphere has been carried out. According to the results of the analysis of Ukraine's participation in ERA, positive changes and problems in the field of normative-legal and organizational support of Ukraine's European integration progress were revealed. The directions of strengthening scientific, technical, and innovative cooperation between Ukraine and the EU as a factor in strengthening NIES have been identified. A conceptual approach to the development of a multilevel NIES of Ukraine, which consists of regional and local innovation ecosystems in accordance with the requirements of the European NUTS classification was proposed. A conceptual model of innovation ecosystems of Ukraine has been developed. It provides tools for their institutional support from the national to community levels in accordance with the levels of EU territorial units. It has four key dimensions: ecosystem purpose, set of its participants, the system of relations among them, environment of their activities. The proposals for the institutional support of the formation of regional innovation ecosystems of Ukraine at the level of economic regions which meet the requirements of the European NUTS 1 classification are substantiated. It is proposed to consider special economic zones (SEZs) as tools for the development of innovation ecosystems. The international practice of their activity, the experience of creation, and reasons for failures of the Ukrainian SEZ are generalized. The scientific and methodological approach to the formation of special economic zones as stimulating regulatory regimes for attracting investments in high- and medium-high-tech sectors of the regional (local) economy has been improved.
