Essay

The dissertation is devoted to the complex administrative and legal characteristics of public authorities in the field of environmental security in the context of globalization challenges, improving the system, methods and directions of public administration in the field of environment in the new socio-economic and environmental conditions, analysis of current legislation issues of environmental protection and identification of the main trends in the development of legislation that ensures the environmental security of the state and the development on this basis of the optimal administrative and legal mechanism for managing the environment and environmental safety. Environmental security is considered in the context of national security, as well as, most importantly, human security. The central idea is that environmental security problems, such as resource scarcity, environmental degradation, ozone depletion, etc., can lead to violent conflicts between states and societies that cannot be separated from global security. At the same time, priority should be given to human security, and therefore, the activities of public authorities should focus on issues of vulnerability and ability to address the problems of a society that faces natural and man-made hazards in rapidly changing conditions. It is stated that in the current legislation the term «environmental safety» has not acquired a new environmental and legal meaning and, in a sense, repeats the provisions of environmental legislation.
