Klopov I. Organizational and Economic Support toState Regulation of Renewable Energy Development: Theory, Methodology, Mechanism

The research is devoted to the solution of the actual scientific problem concerning the development of theoretical and methodological foundations, conceptual statements and methodical approaches to the formation of organizational and economic support to state regulation of renewable energy development. The factors of renewable energy development in the system of energy supply of the national economy (natural, geographical, infrastructural, ecological, technical, technological, institutional, economic) were determined. The combinatorial resource-deterministic approach to the state regulation of renewable energy development in Ukraine was proposed. It was constructed by synthesizing the theoretical positions and the postulates of the resource, sectoral, spatial, situational and systemic approaches to state regulation of the energy sector, and assumed the differentiation of methods and means of state influence depending on geographically localized configurations the dominant factors of renewable energy development, determined by the resource potential of renewable energy sources. The content of the concept of «organizational and economic support to state regulation of the renewable energy development» was substantiated as a set of legislative norms and means of administrative management as well as mechanism of realization of purposeful influence of the state on the renewable energy development in Ukraine which realized with using of economic methods, tools and levers. The functional components (strategic planning and programming, energy integration, institutional genesis, investment support) were pointed out in the structure of the mechanism of state regulation of renewable energy development. The methodological principles of formation of organizational and economic mechanism of state regulation of renewable energy development were developed. They are as follows: specific principles revealing the features of renewable energy as an object of regulation, principles of forming its organizational and economic support as well as a set of methodological statements which reveal the research methodology and methodology of activity in the sphere of state regulation of renewable energy development. The methodical principles for assessing the quality of state regulation of renewable energy development at the expense of the proposed methodological approach which were based on the use of a set of qualitative characteristics of the system of state support to renewable energy development in Ukraine, the system of criteria for assessing the quality of state regulation of renewable energy development and on the principles of the fuzzy logic theory were improved. The methodical principles of the formation of diversified instrumental complexes of state regulation of renewable energy development, based on cognitive technologies and the method of scenario modeling, were developed. The main characteristics of the state of renewable energy in Ukraine and trends in their dynamics were determined. The assessment of the quality of state regulation of the development of domestic renewable energy was done. The institutional vector of development of organizational and economic support to state regulation of renewable energy development which launched factors and drivers of optimization of the rest of the functional components of the mechanism of state regulation of renewable energy development was scientifically substantiated
