Essay

The dissertation is dedicated to a comprehensive study of criminological problems concerning the prevention of crimes committing by public servants in Ukraine. For the first time, the scientific problem of developing theoretical and applied and legal principles for the prevention of crimes committing by public servants in Ukraine has been set and solved, which provided an opportunity to substantiate proposals and recommendations aimed at improving legislation and corresponding law enforcement practice. A conceptual approach to public service and public servants as objects of criminological study is proposed. Methodological principles and a condition of scientific studies of problems concerning the prevention of crimes committing by public servants are resulted. Crimes committing by public servants have been identified, and their objective and subjective features have been identified. Quantitative and qualitative indicators for criminality of public servants in Ukraine have been established; the determinants influencing the commission of crimes by public servants have been identified; the criminological characteristics of the public servants who commit crimes has been given. Measures to prevent crimes committing by public servants are proposed and ways to improve their system are outlined.
