The thesis has identified theoretical provisions for the identification of forms of qualitative
transformation of the enterprise in the development theory, taking into account the fundamental
properties of systems and defining categories of enterprise development model, such as
resources, processes (transformation of resources into goods and services of higher value than
resources) and sound priorities which will maintain competitive advantages and ensure the
development. The scientific approach to the formation of the methodological basis for ensuring
the development of enterprises based on the theory of evolutionary economics – bionomics,
according to which economic activity corresponds to the principle of natural ecosystems has
been applied, which provided qualitatively new level of research on the properties and
characteristics of the enterprise as of a dynamic system. The factors of ecological impact of
radioactive pollution on the economic development of agricultural enterprises have been
determined, that provides their purposeful managerial policy under changeable conditions of
external influence.
Theoretical and methodological, and organizational provisions of the economic and
ecological mechanism of ensuring the development of agricultural enterprises in the zone of
radioactive pollution (concepts, components, goals, tools) have been developed, which creates a
basis for research and management of agricultural enterprises in the zone of radioactive
pollution. With this purpose the tools of mechanisms of social and ecological responsibility,
public-private and intersectoral partnership, green public procurement have been implemented,
which will regulate long-term economic and ecological relations between the state, the market,
and the agricultural enterprise. The application of institutional, functional, and instrumental
aspects of formation of such a mechanism has become the basis that determines the desired
direction of development. The organizational principles of the economic and ecological
mechanism of ensuring the development of agricultural enterprises in the zone of radioactive
pollution have been proposed by clarifying the content of its principles and functions, that also
takes into account the ecological component as a basis for ensuring ecologically oriented
agricultural production. Organizational measures for stimulation of agricultural production in
the zone of radioactive pollution have been outlined at different management levels (national,
regional, local), and at the relevant spheres of differentiation (economic and ecological). A
model of analysis of the agricultural enterprises in the zone of radioactive pollution functioning
has been formed, which is based on a system of generalized indicators and indicators that
determine the impact on the environment, the state of production, take into account a system of
restrictions, that allows to identify priority measures for agricultural enterprises to ensure their
sustainable development.
The directions of stimulation of agricultural enterprises for increase of their ecological
responsibility in conducting agrarian business have been defined depending on their resource
capabilities (in the context of the following levels: basic; expanded; complex) that will allow to
reduce level of radioactive contamination of agricultural products. The organizational principles
of benchmarking for the development of agricultural enterprises have been revealed in terms of
partnership relations formation, ensuring information exchange and by the spheres of
implementation of technologies for organic production and its certification, which allows to
determine strategic landmarks for the development of environmentally friendly production of
radioactive pollution zone. The directions of adaptation of the international experience of
modern technologies of the agrarian sector enterprises of the zone of radioactive pollution in the
part of applied components of agrarian policy, education, motivation, information, and
management have been substantiated.
The mechanism of implementation of the green public procurement of agricultural
production has been formed through specification of procedure of green procurement which
includes ecological parameters. The tools of the mechanism of public-private and intersectoral
partnership in the agricultural sector have been improved, which envisage determination of the
target priorities of tripartite intersectoral cooperation of legislative and executive authorities,
agricultural enterprises, rural amalgamated territorial communities, which contributes to the
harmonization of economic and ecological development goals of agricultural enterprises in the
zone of radioactive pollution and ensures the implementation of ecological and innovation
projects based on mutually beneficial pooling of resources, distribution of revenues, costs, and
risks.
