The monograph comprehensively reveals the theoretical and methodological principles, institutional support and modern practice of activating technological transfer in research universities around the world. Are substantiated the prerequisites for the activation of technological transfer in the postindustrial (knowledge) economy. Taking into account the world's best practices in managing research universities developed strategic recommendations for improving state regulation of technology transfer in domestic research universities and tools for stimulating the development of academic entrepreneurship in Ukraine. Institutional and organizational measures proposed enhancing the transfer of university technologies in the context of innovative development of the national economy.
A conceptual approach to the analysis of the content of knowledge and commercial components of technology transfer is applied. The foreign experience and world tendencies of the organization of effective interaction of science and business are generalized. The model of organizational structure of the typical center of technology transfer for research universities is developed, and also the basic stages of technological transfer are allocated and the principles of its organization are substantiated. The transformation of the quintessence of the main innovation and entrepreneurial models in technological transfer is analyzed. The principles of operation of the traditional model of technology transfer in the world's most famous research universities, as well as institutional problems that arise in the process of commercialization of intellectual activity.
It is established that the mission of modern technology transfer centers is primarily to solve a range of tasks to establish effective management of commercially attractive academic knowledge and technologies in particular and to support the development of knowledge economy in general. The model of organizational structure of the typical center of technology transfer for research universities is developed, which includes competent innovation managers, lawyers, appraisers of intellectual property, marketers, patent attorneys, financiers and publicists. The main functions of technology transfer centers are defined: commercialization, representation, mediation, information, consulting, communication, technology, expert, analytical, educational and integrating.
The author's approach to the consideration of intellectual property in the processes of activation of technological transfer is carried out; in particular the place of intellectual property in the system of technology transfer is determined.
The mission and functions of research universities on the way to intensify innovation processes in the knowledge economy are defined. It is established that today in the academic environment there is a breakthrough in the self-identification of classical universities. In particular, it is shown that modern universities have begun to pay much more attention to the research direction of their development, significantly increasing their profits from the realization of the results of intellectual work. Contradictions of activation of technological transfer in Ukrainian research-type universities are revealed and analyzed. Current trends in the financing of theoretical and applied research and development work in research universities are considered. It is established that currently researchers of developed countries, including in the United States and Great Britain, in addition to conducting scientific and experimental activities, they are forced to compete fiercely for financial resources. The risks that may arise in the process of implementing the strategy of commercialization of research products at the University of Entrepreneurship are identified.
It is determined that the efficiency of academic technology transfer is the ratio of the total cost of technology transfer and organizational, socio-economic effects, taking into account the previously set goals. The structure of evaluation of technology transfer efficiency in research universities is developed, as well as the level sequence of evaluation of technology transfer center activity is made and quality criteria of academic innovation development management are determined (amount of attracted funds; set of involved specialists; total number of advertising and information events; the number of published advertising and information materials; term of commercialization of intellectual property objects; number of created and protected objects of intellectual property; number of concluded agreements on commercialization of developments, inventions and works of scientific and practical nature; number of concluded license agreements; amount of proceeds from the use of development).
