Melnik V. Administrative and legal framework of organization and functioning of the economic security system of Ukraine

The dissertation is devoted to the research of administrative and legal bases of organization and functioning of the system of economic security of Ukraine. The author’s vision of periodization the system of economic security of modern Ukraine formation depending on certain key historical stages of development of the Ukrainian lands is offered in the work for the first time. The paper proves the role of economic security of Ukraine for the modern national economy as the basis of the state functioning. The author formulated the concept of “administrative and legal bases of functioning of economic security of Ukraine” for the first time. The author’s definition of the “system of economic security of Ukraine” is offered in the study. The key properties, purpose, tasks, principles and main functions of the economic security system of Ukraine are determined. The role of the structure of the economic security system of Ukraine as a key and integral element of it is assessed. The concept of security objects of the economic security system of Ukraine is formulated and the criteria for gradation of the latter are proposed. It is emphasized that depending on the consequences of many such and other concomitant threats, new or existing risks may arise for the analysed system. Proposals for risk to the economic security system of Ukraine differentiation are given in the study. The author’s definition of the administrative-legal mechanism of ensuring the organization and functioning of the economic security system of Ukraine. Leading foreign practices of legal support of procedures of organization and functioning of systems of economic security of the state are investigated and the comparative characteristic with separate national aspects is carried out. The role of the subjects for ensuring the organization and functioning of the economic security system of Ukraine is determined. The key areas of activity of the latter in this area have been identified and characterized. The key directions of reforming the administrative and legal support of the organization and functioning of the economic security system of Ukraine in the conditions of realization of the pro-European vector of development of our country are determined. The expediency of improving the administrative and legal support of interaction and coordination of the subjects of the economic security system of Ukraine is argued. The author’s definition of the term of coordination of activity of subjects on maintenance of the organization and functioning of system of economic safety of Ukraine. The author identifies the main groups of indicators that affect the level of economic security of the country. The need for comprehensive improvement of administrative and legal support of procedures for the organization and functioning of the economic security system of Ukraine is emphasized and the author’s ways to increase the level of efficiency of such a system.
