The thesis scientifically substantiates the theoretical-methodological and procedural provisions for the development and scientific substantiation of theoretical-methodological principles and procedural approaches to instrumental support of the state energy efficiency program in the target markets. Strategic guidelines of energy saving in the context of sustainable (balanced) development were studied; the role of energy saving in the formation of the economic potential of the country and its regions was established; the preconditions for the formation of mechanisms for influencing the relations of supply and demand in regards to energy efficiency were identified. The paradigm of consequent-compatible-complementary principle of formation of the mechanism of the state energy efficiency program implementation was formalized; reengineering tools for the implementation of the mechanism of the state energy efficiency program (project management, process management), aspects requiring capital investment (capital-intensive projects) were studied; the tools for continuous improvement (kaizen, soft tools, small steps) in the implementation of the state energy efficiency program were identified. A retrospective analysis of energy efficiency in target markets (B2B) was conducted; the externalization of energy expenditure (on the environment, on society – negative impact) was assessed: assessment of materiality and dynamics; priority areas of state support for energy saving and ensuring the reliability of energy systems at the regional level were formed. The regional policy of renewable energy sources was studied; renovation and investment projects were studied taking into account the payback risk; modification of consumer behavior was considered (marketing 3.0. and 4.0, irrational behavior, healthy eating, green and natural technologies). Definition and visualization of the megaprocess “energy efficiency management” on the basis of process management was performed; marketing methods of energy saving aimed at large cities (high concentration of population), small settlements (low concentration of population) and sustainable development of regional electric power was justified; the principles of creating energy-saving logistics infrastructure with the predominant use of renewable energy sources were proposed.
