The doctoral thesis is devoted to the development of theoretical-methodological and scientific-methodological provisions and consideration of applied aspects of the regulatory policy of the national economy.
The conceptual and categorical apparatus of regulatory policy development is investigated in thesis, in this frame the essence of development and regulatory policy as economic categories is studied.
The systematization of theories of development and theories of regulation has been provided, which gave a possibility to formulate the basic principles of the regulatory policy of the national economy development. The sequence of implementation of foreign experience of regulatory policy to domestic realities and the sequence of generalization of empirical experience on improvement of regulatory policy have been improved.
It is proposed an approach to improve the empirical experience of managing changes in the regulatory policy of the national economy, which focuses on the amelioration of the basic regulatory cycle in order to harmonize it with current and future conditions that generate impetus for progressive oriented changes, the logical result of which is to supplement the standard cycle of managing changes, stage of optimization.
The architectonics of the methodology for management improvement of changes in regulatory development policy is improved. A methodology for assessing the national economy development is elaborated as well as approaches to polydiagnostic assessment of the national economy development and regulatory policy also their approbation was made. According to the assessment results, it is established that all areas of development in Ukraine are either problematic or can potentially become so, in the absence of proper regulation.
It is established the influence of regulatory policy by the spheres of the national economy.
It is developed an approach to managing changes in the regulatory policy of the national economy, a three-dimensional matrix of change management is built and the profile of changes in the regulatory policy of national economy’s development is determined. It is proved that the proposed approach to managing changes in regulatory development policy, taking into account the diagnosis of actual changes in regulatory policy permits establishing the nature, direction, and orientation of further management actions to change the regulatory policy of the national economy.
The optimization process of development indices of regulatory development policy is improved, a predictive approach to management actions planning aimed at changes in regulatory policy is developed, planning of changes in the regulatory policy of development is carried out, the effectiveness of changes in regulatory policy is evaluated, the concept of managing changes in the regulatory policy of Ukrainian economy’s development is formed. It is determined that the profile of changes in the regulatory policy of the national economy is two-zone. Management actions for changes in the regulatory policy of development in a particular area of the national economy are identified. The expediency of using optimization as a basis for planning changes in regulatory development policy is substantiated. A cycle of planning of management actions within the forecasting approach is formed.
As a result of management actions, provided their correct implementation, aimed at achieving the optimal values for the parameters, a monozonal profile is formed with the best placement of areas in the zones by each matrix parameters (in the passive changes zone, fixation zone, and protection zone).
The scientific novelty of the obtained results is a solution of an important scientific and applied problem – the substantiation of theoretical and methodological approaches to the systematic study of the regulatory policy of the national economy’s development and on this basis the formation of a conceptual model for managing changes in the regulatory policy of the national economy.
The practical significance of the obtained results lies in the creation of a new architectonics of the methodology for managing changes in the regulatory policy of the national economy development. The obtained scientific results are a practical basis for further implementation of changes in the regulatory policy of the national economy’s development and can be used in the development process of strategic documents on the functioning of the national economy and its individual areas, as well as improving the management of changes of the regulatory policy of the national economy’s development.
