Object of research: processes and mechanisms of financial and investment support for the development of territorial communities. Purpose: substantiation of theoretical-methodological and scientific-methodical bases of functioning of the system of financial and investment support of development of territorial communities in the conditions of administrative-territorial reform and development of practical recommendations on its improvement. Methods: abstract-logical, theoretical generalization, comparison, historical and logical, systematization and grouping, graphic, analysis and synthesis, economic-statistical analysis and grouping, strategic analysis, program-target, algorithm construction. Novelty: for the first time the concept of formation of the system of financial and investment support of territorial communities development in the conditions of reforming local self-government and territorial organization of power in Ukraine is substantiated, the methodological approach to research of processes of financial and investment support of territorial communities based on the principles of financial and budgetary decentralization is formulated, the methodological substantiation of research of investment capacity of territorial communities which includes conceptualization of this concept and a methodical approach to an estimation of investment capacity of territorial communities is carried out; scientific provisions to substantiate the role of the administrative factor, which, in contrast to the established, provide for its consideration as an element of investment potential of territorial communities with identifying ways to improve the use of the administrative factor in the process of practical implementation of tasks on financial and investment support of local self-government at the basic level of administrative-territorial structure, a conceptual model of territorial cohesion in community development, the essence of which is to apply organizational and economic measures to strengthen the participation of economic entities in the community in solving its investment problems, systematization of investment projects and measures in accordance with the powers of local communities in the sphere of self-government by sources of funding, scientific approaches to establishing causal links between the process of reforming the administrative-territorial system and possible risks, theoretical and methodological approaches to improving the mechanism of inter-budgetary relations, which are aimed at minimizing or eliminating disparities in the development of territorial communities have been improved.
