The dissertation substantiates the theoretical and methodological provisions, methodological tools and practical recommendations for state regulation of the development of innovative entrepreneurship in the transformation of the national economy.
The evolutionary processes of formation of the thesaurus of innovative entrepreneurship in the scientific world are reflected. The definition of innovative entrepreneurship from the standpoint of macro- and micro-level is proposed. The essence of innovation activity is specified, which can be defined as a type of specific activity of market participants. Emphasis is placed on the fact that the effective implementation of the innovation process in business is guaranteed by the successfully selected by the state tools for its support - a set of administrative levers. It is offered to consider innovative activity of business from the angle of spatial cycles of evolutionary system of transformational economy.
The Concept of state regulation by innovative entrepreneurship in the conditions of transformation of national economy is offered. Emphasis is placed on taking into account the points of reflection of the Concept, which, in our opinion, are based on the implementation of the strategy and model of providing competitive advantage. The determinants of state regulation by innovative entrepreneurship in the conditions of transformation of the national economy are determined.
It is noted that the basis for the formation of the methodology for ensuring state regulation of the development of innovative entrepreneurship in the transformation of the national economy include, first of all, the marking of the guidelines of innovation policy. It is proposed to note such guidelines within the theory of dynamic capabilities of the institutional environment and the accumulation of its adaptive abilities in the context of applying the tools of the theory of sustainable development, risk management, value-behavioral paradigm.
The methodological bases of realization of the state regulation by development of innovative business from positions of the neoinstitutional approach are offered. The implementation of the methodology will contribute to the deepening of scientific knowledge on solving the problem of methodological support of state regulation by innovative entrepreneurship in the conditions of economic transformation.
Proposals for further development of innovation infrastructure as a determining driver of positive changes in the institutional environment and a source of formation of positive synergy of innovative development of entrepreneurship are offered. The necessity of reserve accumulation of resource potential of innovative entrepreneurship (financial, personnel, technical-technological, informational) is noted and the directions of its use according to stages of realization of the innovative project are defined.
The methodical approach to estimation of efficiency of innovative potential of Ukraine and algorithm of search of reserves of production, intellectual, financial, information resources necessary for formation of national economy based on innovative development is defined.
The directions of support of socially-oriented innovative business by tools of adaptive state regulation based on expansion of scientific positions of Baumol are offered.
Based on the results of the analysis, a matrix of obstacles and compensatory opportunities for further development of innovative entrepreneurship has been compiled. It is determined that these obstacles and compensatory opportunities form positive and negative synergies in the institutional environment of innovative entrepreneurship, which requires a state response to overcome or block the manifestations of negative synergies. The praxeological components of the axiomatic circle of transformation of positive synergy in the institutional environment of innovative entrepreneurship are formed.
It is noted that the source of accumulation and accumulation of positive synergies are innovation clusters, the formation of which in the development of the national economy is the most popular form of integration of investment, human and technological potential. The mechanism of development of the horizontally-integrated innovation cluster in the industry is offered, its infrastructural maintenance is defined.
