The dissertation is devoted to a comprehensive study of the essence, methodological principles, principles and features of delimitation of powers between executive bodies and local governments of Ukraine, administrative and legal bases of its implementation and ways to improve them taking into account the experience of the European Union and other developed countries. The historical genesis of the system of authority as a component of competence and legal status of a public authority is studied in detail in the work. Methodological approaches to defining the subjects of competence and powers of executive bodies and local self-government bodies are analyzed. The essence and limits of the exercise of powers by executive authorities and local governments have been studied. Particular attention is paid to the state of administrative and legal support for the exercise of powers by the executive authorities and local governments of Ukraine.
