Essay

The scientific work provides a theoretical generalization and proposes a new solution to the existing scientific problem related to clarifying the criminological principles of combating corruption in the field of military security of Ukraine. The paper analyzes the scientific and educational sources on crime prevention and draws conclusions on the directions of further research on combating corruption in the field of military security. The methodology of research of criminological bases of counteraction to corruption in the field of military security under which it is offered to understand set of principles, methodological approaches and methods of knowledge is substantiated. The practical significance of allocating corruption crime in the field of military security as a separate type of crime is substantiated and its inherent distinctive features are established. It is proved that the state anti-corruption policy should be based on an integrated approach and aimed at: forming a patriotic, virtuous staff; real, not formal introduction of foreign experience in combating corruption; introduction of innovative management methods in military management; elimination of bureaucracy in the fight against corruption, which will improve the state of anti-corruption in the field of military security of Ukraine. The structure of corruption crime in the field of military security was clarified, the core of which consists of the following crimes: «Accepting an offer, promise or receiving an illegal benefit by an official» (44%); «Theft, misappropriation, extortion by a serviceman of weapons, ammunition, explosives or other ammunition, means of transportation, military and special equipment or other military property or taking them by fraud or abuse of office» (24.1%); «Abuse of influence» (19%). The demographic, social and psychological characteristics of persons who commit corruption crimes in the military sphere are determined and characterized, on the basis of which a criminological portrait of a corrupt official in the sphere of military security is formed. The characteristic features of corruption in the field of military security are highlighted. Socio-economic, political, cultural-psychological, legal and organizational-administrative factors of corruption crime in the field of military security are established and covered. Particular attention is paid to the structure of the anti-corruption mechanism in the field of military security, the components of which are: a) goals and objectives of anti-corruption; b) objects of anti-corruption; c) anti-corruption entities; d) methods of combating corruption. It is established that the general purpose of combating corruption is to protect the interests of the individual, society, state and business from corruption offenses. The applied goals and objectives of anti-corruption are defined in the Anti-Corruption Strategy. Objects of anti-corruption in the field of military security include: corruption-causing factors; corruption risks in the activities of bodies and units of the military sphere; illegal behavior of officials and officials of the military sphere. The system of subjects of counteraction to corruption crime in the sphere of military security consists of: a) subjects with general powers; b) entities with special powers; c) subjects that counteract corruption within the main functions; d) entities that participate in the implementation of measures to combat corruption on a voluntary basis. The peculiarities of general social, special criminological and individual measures to counteract corruption in the field of military security are highlighted. It is substantiated that the system of general social criminological measures should include measures of legal and organizational nature, aimed at preventing, identifying and stopping the determinants of corruption in the field of military security. The main task of the system of special criminological counteraction is both the prevention of the emergence of criminogenic determinants, their limitation and elimination, and the rapid response to the formation and development of criminal behavior.
