Pashchuk L. State regulation of institutional development of entrepreneurial ecosystems in Ukraine

The dissertation is devoted to the development of theoretical and methodological principles and practical recommendations on state regulation of institutional development of entrepreneurial ecosystems in Ukraine in order to accelerate economic growth and improve the welfare of citizens. The object of the research is an entrepreneurial ecosystem in Ukraine. The subject covers processes of state institutional development of entrepreneurial ecosystems in Ukraine The paper summarizes the theoretical foundations of institutional development of entrepreneurial ecosystems, considers the genesis of the definition of entrepreneurship, defines the functions of enterprises in modern society based on triple bottom-line concept, reveals the essence of entrepreneurial ecosystems, presents their features and components. Research considers entrepreneurial ecosystem as a pool of legal entities and individuals from different sectors, different in nature, which operates to develop innovation and entrepreneurship by combining the efforts of different groups of stakeholders. The roles and impact of entrepreneurial ecosystems stakeholders were identified taking into account their specific nature. Thesis considers peculiarities of state regulation of entrepreneurial ecosystems institutional development in various countries as well as institutional development of entrepreneurship in the international dimension to develop the most efficient approaches in current Ukrainian conditions. The best practices were summarized using global ratings nad approaches. Role of international organization in the process of entrepreneurship development was identified. Paper contains comparative analysis of existing approaches to entrepreneurial ecosystems assessment, which enabled to develop an appropriate assessment method of entrepreneurial ecosystems. The major trends in business development services provision were identified based on life-cycle stages of enterprises. The research of the current state of institutional development of entrepreneurship in Ukraine in comparison with other countries was undertaken. The results of research highlight the historical periods of development of entrepreneurial ecosystems in Ukraine. Comparative analysis entrepreneurial ecosystems in Ukraine and other European countries enabled identification strengths and weaknesses, challenges and opportunities for Ukraine in the process of entrepreneurship development. To define specific features of regional and sectoral development of entrepreneurial ecosystems in Ukraine a comprehensive research was conducted based on primary and secondary information collection. The primary information collection stipulated conduction of focus-groups and interviews with entrepreneurs, business associations, experts, leaders of mind in all regions of Ukraine via questionnaires (622 respondents) and using such methods as focus groups and interviews. Such approach enabled to assess entrepreneurial ecosystem in Ukraine according to the methodology developed in current research. Paper characterizes the mechanisms of development of entrepreneurial ecosystems and determines the place of business associations in the institutional development of business ecosystems. The study formulated conceptual approaches of stakeholders involvement in development of entrepreneurial ecosystems. Stakeholders are treated as effective drivers of stimulation of development and support of the enterprises, which caused a need to develop recommendation on specific action plans to involve stakeholders taking into account potential contradictions in their interests. Perspective directions of state regulation of institutionalization of development of business ecosystems in Ukraine stipulate forming of the structures based on international experience. Significant attention is paid to the issues of competitiveness strengthening of entrepreneurship industries in different regions and industries. The approach which thesis offers contains methodology and typical projects to promote various industries regardless of a region. Practical significance of the obtained results is connected with application of tools, models and approaches developed within the paper by authorities, business associations, donors to support entrepreneurial ecosystems development in Ukraine. The identified effects from the implementation of the developed recommendations for the institutionalization of the development of business ecosystems are justified using the methods of economic simulation
