The analysis of the evolution of the theoretical foundations of bioenergy development is carried out in the dissertation. Approaches to the definition of the term «energy security» are generalized. The components of the energy security system are characterized. The generalization of approaches to the definition of the term «energy efficiency» and its derivatives is carried out. A classification of barriers to the development of energy efficiency is formed. The generalization of internal and external threats to the energy security of Ukraine is carried out. The basic principles of reducing anthropogenic emissions and increasing absorption of greenhouse gases are summarized. The role of bioenergy in the context of Ukraine's energy security is determined. The total supply of primary energy in Ukraine and its own production are analyzed. The socio-economic and environmental significance of the development of production and consumption of biofuel is substantiated. A logical diagram of the effects of the production and consumption of agrobiomass biofuel is built. A retrospective analysis of the institutional and legal foundations of biofuel production is carried out. The structure of institutional support for the production, circulation, sale and use of biofuels in Ukraine is generalized. The main legal and regulatory documents in the field of bioenergy in Ukraine are analyzed. Measures for stimulating the development of the biofuel market in Ukraine are determined.
