The presence of a social group of vulnerable and low-income members in society creates problems ranging from the quality of life to social exclusion, which can complicate both socio-economic and socio-political processes. One of the mechanisms for preventing such negative phenomena is their social adaptation to the environment by means of tourism activities. In turn, inclusive tourism is seen as an effective mechanism for the social adaptation of people with special needs as the most universal and versatile direction for recovery, recreation, recovery, knowledge of the environment, which has social, recreational, cultural, environmental and economic functions.
Within the framework of the theoretical and methodological aspects of the regional socio-economic research of inclusive tourism, the theoretical foundations of the origin and use of the concept of "inclusive tourism" are highlighted, which is a new direction of the tourism industry, in which for the first time it is proposed to use social rehabilitation as a form of providing tourism services for inclusive groups of tourists. This approach demonstrates close relationships between various scientific areas (sociology, economics, medicine, tourism, recreation and others), which were previously studied in the process of tourism development in the world and, in particular, in Ukraine.
In many countries, tourism has become an important sector of the economy, occupying the third city in total world exports. At the same time, tourism still remains poorly researched and minimally studied in the direction of inclusive tourism, which is dynamically developing and increasing in importance due to the continuous growth of the relative and absolute number of people with limited mobility and persons with disabilities in various nosologies around the world, including in Ukraine.
A content analysis of scientific research of Ukrainian and international scientific schools was carried out, a structural and logical model of typing types of inclusive tourism was developed according to the following criteria: people of a social group; people with disabilities; people with "war syndrome".
The author developed a methodology for determining the index of inclusive rehabilitation based on integral indicators of natural, natural-anthropogenic, historical and cultural resources, using integral indicators of versatile accessibility for various groups of inclusive tourists and the suitability of a particular corner of Ukraine for its use in the tourism and rehabilitation sphere. Provided conceptual and methodological recommendations for the development and implementation of inclusive tourism in the socio-economic system of the regions of Ukraine.
In the process of a spatial and analytical assessment of the possibilities for the development of inclusive tourism in the regions of Ukraine, a new direction of tourism activity was considered from the point of view of its profitability (the ratio of income and expenses for the development and implementation of inclusive tourism in the system of regional financial relations), accessibility (determination of indicators of the natural resource base and the historical and cultural heritage of the regions, the presence of a complex of sanatorium-and-therapeutic enterprises, the availability of an accessible inclusive environment, the financial viability of people with inclusion) and the economic feasibility of introducing this direction into the socio-economic system of regions (government programs, profitability indicators from the development and implementation of inclusive tourism in relation to the regional and national GDP of Ukraine).
The analysis of factors of influence on the development of inclusive tourism in the regions of Ukraine, with the provision of information on the characteristics of the group of inclusive tourists with disabilities, characteristics of inclusive tourists of the social group, assessment of the problems of inclusive tourists with "war syndrome"; it is proposed to develop adaptive tourist routes for various groups of inclusive tourists; the information accessibility is analyzed as the main factor in creating a barrier-free environment, with the development of an organizational and managerial model for people with limited mobility; a mechanism for the implementation of regional target programs in the field of inclusive tourism is proposed, which in this dissertation research is presented in the form of a typical structure.
