Shkoda M. Methodological frameworks to enhance cluster partnership systems in the national economy

The thesis provides insights into a research problem related to the formation and scientific substantiation of a theoretical background and methodological premises to enhance cluster partnership system development in the national economy. The study explores theoretical concepts of the evolution of cluster partnerships in the space-time continuum as well as the role of government regulation and institutional support to cluster partnership systems development in the national economy. Conceptual provisions for the development of cluster partnership systems have been developed, the principles of formation, management and development of cluster partnership systems of the national economy have been systematized, scientific and methodological provisions for developing program goals of cluster partnership systems of the national economy have been formed. The foreign and domestic practice of development of interregional and interbranch systems of cluster partnership is analyzed, the structural maintenance of development of systems of cluster partnership of national economy is substantiated, the complex scientific and methodical approach to an estimation of structural properties of development of systems of cluster partnership is developed. The tendencies of formation and development of cluster partnership systems of national economy are revealed, program bases of formation of cluster partnership systems as a basis for realization of economic interests of participants of machine-building branch in the field of innovative development are developed. The directions of state support of innovative development of machine-building branch based on realization of interests of participants of systems of cluster partnership are formed, synergetic management of development of systems of cluster partnership is proved, social and economic efficiency of program development of systems of cluster partnership is defined. It is proposed to pose a new scientific problem on the development of cluster partnership systems of the national economy, based on the provisions of the network economy, and based on combining and coordinating systemic, process, evolutionary and neural network scientific approaches to create a favorable environment. Conceptual bases of paradigm of development of cluster partnership systems of national economy based on provisions of integration and quasi-integration, theoretical approaches, principles of target orientation, complexity, efficiency, targeting, corresponding methodical tools for realization of network management at all stages of formation and development of cluster partnership systems are substantiated. compliance with the coordination of target benefits for program strategic goals and objectives of clustering of the national economy.
