The dissertation solves a topical scientific and applied problem of developing a methodology for building an information network to improve the functioning of the network in an overloaded state. To solve the set scientific and applied problem it is offered by development of theoretical and methodological bases of an estimation of information efficiency on the basis of the tensor analysis. For the first time a method of evaluating the information efficiency of information networks based on tensor analysis was developed, which allows to determine the indicator - the power of information, which simultaneously takes into account the properties of information transmission and storage. Improved method of ensuring the structural stability of the information network, it is based on the use of logical toroidal structure as a deterministic redundant topology of the wireless network, which allows to obtain ordered structures of arbitrary complexity with specified properties and reduce the amount of service information. For the first time a methodology for analysis and synthesis of information systems based on tensor analysis was developed. The scientific novelty is that it is based on the use of transformation matrices, which correspond to different structural constructions of information networks and allow to take into account both external and internal network traffic. Improved method for evaluating the information efficiency of information systems, which is based on the tensor orthogonal model of the information system and allows you to simultaneously take into account all its elements and allows you to determine the transfer rate for networks with different topologies. Methods of studying the state of the loaded network, which allows to increase the efficiency of the information network in the conditions of its overload in order to study the point around its state.
