In the dissertation work the important scientific and applied problem of development of theoretical and methodological bases of strategic management of safety of air transport in the conditions of sustainable development of the national economy is solved. Organizational and economic mechanism of interaction of sustainable development goals with strategic safety management of sustainable development of air transport through management, functional and information links with subsystems of sustainable development and safety of different hierarchical levels, which determines the place and role of aviation safety in ensuring fundamental national interests - sustainable development of the national economy. To implement the strategic management of the air transport system, the concept of sustainable development is used, which contains the stages of identification through integrated assessment in the security dimension, as well as strategizing. A multifactor hierarchical model for describing the level of air transport safety based on a systematic approach in the context of sustainable development, combining economic, technological, social and environmental components, has been developed. In total, there are 7 components and 29 indicators, taking into account the "shadow", without which the definition of the current state will be incomplete. The concept of national risk management of air transport is offered, which contains: classification of the main threats of air transport; formation of the list of threats on the criterion of deviation from the point of sustainable development; determining the severity of the impact of threats on the coefficient of elasticity; assessment of the vulnerability of the air transport system of Ukraine; identification of the most serious negative consequences; use of advanced risk management tools to counter them. Strategies include goal setting, construction of the desired trajectory of development, and decomposition of integrated indices using the methods of adaptive regulation from management theory. Three scenarios for the development of air transport in Ukraine have been developed: realistic - 3.8%, optimistic - 7.0 and balanced sustainable development - 11.7% increase in airborne forces with scientific substantiation of quantitative values ​​of indicators and key macro indicators, ensuring the desired sustainable development trajectory, and monitoring their implementation determines the effectiveness of government policy.
