Omelyanenko V. National innovation policy: institutional-evolutionary methodology of formation and implementation strategies

The research is devoted to the development of theoretical bases, scientific and methodological approaches that determine the key directions of the formation of innovation policy and strategies for its implementation based on the management of institutional transformation that meets innovation and technological trends. Theoretical generalizations are made and the essence of the institutional-evolutionary dimension of innovation policy is revealed; the place and role of innovation policy in ensuring sustainable and safe development of the national economy are determined; Theoretical approaches to the definition of innovation resources and the evolution of innovation and technological systems in the national economy are generalized. The scientific principles of the analytical approach to the formation of innovation policy are generalized and the scientific and methodological support for evaluating the effectiveness of innovation policy and strategic approaches to the formation of innovation policy on the basis of dynamic efficiency are improved. Theoretical and methodological generalization of ideas of technological institutionalism in the context of global challenges is given; identified institutional transformations necessary to comply with security requirements through development in the national economy; conceptual and organizational and managerial support of institutional innovation design and implementation of national innovation strategies is proposed. Conceptual bases of system management of innovative technological changes are developed; the competitive component of innovation policy is determined; the analysis of the international aspect of development and implementation of innovation policy is carried out, and also strategic aspects of the development of high-tech spheres on an example of instrument making are defined. The question of meaningful definition is considered and mechanisms for implementing the security components of innovative development; the security component of management of development priorities are defined; conceptual bases of macro design of innovative-technological systems are offered.
