Methodological bases of development of model of management of competitive and steady development of technological business are substantiated. The scientific and methodical approach to systematization of the basic conditions and the factors influencing formation of competitive potential of subjects of technological business is deepened. The model of formation of competitive potential of subjects of technological business is developed. The potential and possibilities of the national economy for deep transformation and to develop an econometric methodology for assessing the depth and measures of technological imbalance in the development and growth of the national economy are studied. The methodological basis for the application of the algorithm to increase the competitiveness of technological entrepreneurs is determined. Possibilities of definition of an effective technique of an estimation of efficiency of model of management of competitive and steady development of subjects of technological business are defined. Theoretical and methodological approaches to determining the economic category «competitiveness of technological entrepreneurship» are systematized. The definition of the conceptual apparatus in the context of key theoretical and methodological provisions for the development of technological entrepreneurship has been improved. A methodological approach to assessing the competitiveness of technological entrepreneurs is proposed. The coherence of the most priority directions of research and determination of the complex of reasons of manifestation of technological imbalance in the process of development of the national economy is estimated. The use of a functional and methodological platform based on the Triple Helix model for designing directions of development and optimization of the functioning of the national innovation system is proposed. Methodological bases of use of modern tools (Foresight designing and road mapping) in management of competitiveness of technological business are defined. Institutional limitations in the use of the Triple Helix model have been identified, which provide for the influence of the state on the scientific, educational and business spheres.
