Liubokhynets L. Flexible management in the ensuring of the economic security of industrial enterprises

A dissertation is devoted to the development of the theoretical-methodological and scientific-applied foundations of using flexible management in ensuring the economic security of industrial enterprises. The evolution of views on economic security is analyzed both from the standpoint of historical development and in the context of the levels of its understanding. The theoretical basis of economic security studied and a critical analysis of existing definitions within the subject field of research had carried out with the determination of the peculiarities of their interpretation by various scientific schools and individual scientists. Analysis of the postulates of "evolutionary economics" and existing approaches to considering the essence of the system (reductionism, holism, greedy reductionism, hierarchical reductionism, multi-level "magic castle" or a huge superstructure of synergism) made it possible to determine the peculiarities of managing organizations in the modern conditions of transformations of socio-economic systems. It was determined that the speed of management's reaction to negative impact, flexibility in making management decisions and the possibility of adaptation are the key to the active development and security of the organization. It has proven that under conditions of dynamic and aggressive external environment of an enterprise's functioning, the formation of its economic security system and management system should take place with consideration and timely identification of "weak signals" of the functioning environment, due to which there is an opportunity to warning negative consequences and prevent the loss of potential benefits. The need for the formation of new methodological approaches to the ensuring economic security at various levels and the development and implementation of modern management tools substantiated. The methodological principles of a balanced approach to ensuring the economic security of the enterprise developed. The concept of "toolkit of security-oriented management" is proposed. The peculiarities of the interaction of the domestic and foreign institutional environment researched and the concept of "diffusion of the institutional environment" proposed. Places of concentration and application of flexible management methodologies in the overall management system of the enterprise determined. It has proven that such features caused by the presence of solvent demand in the domestic and foreign markets, and depend on the resource provision of the enterprises’ activities with the monitoring of logistics flows, which creates an external influence that involves adaptation and changes in the enterprise management system. A scientific-methodological approach to assess flexibility of the enterprise's economic security system developed. Based on two-component neural network diagnostics, a model of flexible management to ensure the economic security of the enterprise developed and tested. It allows determining the most relevant list of management decisions of the company’s management and taking into account external and internal threats, which ensures an increase in the level of economic security due to the sufficient flexibility of the enterprises' management system and timely response to current threats. The need to develop a mechanism for ensuring the economic security of industrial enterprises with the using of flexible management tools substantiated, and the main requirements for such a mechanism defined. The "concept of threat intensity" as a basis for building the mechanism is proposed. The mechanism for ensuring the economic security of industrial enterprises based on the use of flexible management tools represents the unity of all structural elements aimed at protecting the economic system of enterprises from the negative impact of external and internal danger factors, real or potential actions that can lead to significant economic damage. The sequence of formation of the structure of the mechanism for ensuring economic security is developed; its place in the processes of ensuring the economic security of an industrial enterprise is determined; the scheme of flexible management of the economic security system of the enterprise based on the use of the developed mechanism are presented. The model of information flows of the mechanism for ensuring economic security with an emphasis on the use of flexible management tools and the definition of its functioning modes formed. The mode of the mechanism functioning of ensuring economic security is a set of factors that determine the level of danger for the economic system of the enterprise, the use of appropriate threat neutralization tools, as well as the size of potential losses. The action of the mechanism for ensuring economic security based on the use of flexible management tools with the allocation of reaction and combination modules specified.
