Essay

The object of the research is the process of economic development of low-urbanized territories. The research aims to the development of the theoretical foundations of the market toolkit for the formation and implementation of strategies for the development of low-urbanized territories, aimed at improving the quality of life of their residents, and the scientific substantiation of methodological approaches to the development and implementation of strategies for the development of these territories in the context of the transformation of the national economy. The author used such methods as: system, methods of analysis and synthesis, comparative analysis, statistical analysis, theoretical generalization, expert evaluations, observations, morphological analysis, graphic method. The theoretical value of the thesis refers to the study of the theoretical principles the implementation of market tools in the formation and implementation of strategies for the development of low-urbanized territories in the conditions of transformation of the national economy. Scientific novelty of the results: for the first time a conceptual approach to the implementation of strategies for the development of low-urbanized territories was developed, which involves increasing the level of their congruence; a model for determining the development scenarios of low-urbanized territories was developed; the complementarity of the market concept and the concept of strategic management of local development, which are based on the modern paradigm of the development of open socio-economic mesosystems, is substantiated; method of ranking the factors of the internal and external environment of low-urbanized territories was developed; model of the process of choosing a place for the implementation of an investment project was developed; comprehensive characterization of low-urbanized territories in terms of their perception as an object of strategic management was developed; a toolkit for identifying criteria for the positioning of territorial communities was developed; a set of characteristics of the territory as a potential location of the enterprise, which are taken into account by the investor when making the final decision on the implementation of the investment project was improved; conceptual and terminological apparatus in the field of local development was developed; characteristics of phenomena and processes that accompany the development of low-urbanized territories in the conditions of transformation of the national economy was developed; the principles of local self-government management from the standpoint of the author's development of a set of professional competencies of an economic development specialist and the organizational structure of the management of the marketing activities of the territorial community through the introduction of a coordination center for decision-making in the economic sphere and the development of methodical approaches to its functioning was developed. The subject of the research is theoretical-methodological and applied principles of the implementation of market tools in the formation and implementation of strategies for the development of low-urbanized territories in the conditions of the transformation of the national economy. Author’s recommendations are used during the development of strategies for the development of territorial communities and mechanisms for the implementation and updating of these plans in the modern conditions of the functioning of local self-government bodies in Ukraine. The sphere for the use of author’s recommendations is the low-urbanized territories in Ukraine.
