Sydorova E. Administrative and legal principles of the formation and implementation of the state policy of Ukraine in the humanitarian sphere

The dissertation is devoted to a theoretical generalization and a new solution to a scientific problem by developing on the basis of an analysis of current legislation the concept of state policy of Ukraine in the humanitarian sphere, clarifying the mechanism and features of administrative and legal support for its formation and implementation, as well as developing on this basis scientifically substantiated proposals and recommendations on improving the rule-making activity and law enforcement practice in the direction of the humanitarian development of the Ukrainian state and meeting the humanitarian needs of every person. The content and features of the humanitarian sphere as an object of administrative and legal support are disclosed. The state of formation and peculiarities of the implementation of humanitarian policy in the historical retrospective of the development of Ukrainian state formation are highlighted. The concept of state policy in the humanitarian sphere and its characteristic features are defined. A modern concept of administrative and legal support for the implementation of the humanitarian policy of the Ukrainian state is proposed. The state of normative and legal regulation of the processes of formation and implementation of state policy in the humanitarian sphere is characterized. The peculiarities of public administration in the organizational and legal mechanism of humanitarian policy implementation and its impact on the humanitarian development of society have been clarified. The administrative and legal forms and methods of implementing state policy in the humanitarian sphere are characterized. The essence and possibilities of public control as an element of the organizational and legal mechanism for the implementation of state policy in the humanitarian sphere are clarified and ways of increasing its effectiveness are proposed. Administrative and legal measures to ensure the implementation of humanitarian policy in the field of education and science are characterized. Administrative and legal measures for the implementation of state policy in the sphere of ensuring the cultural needs of citizens have been defined. The state and features of the administrative and legal support for the protection of public morality have been clarified. The list of administrative and legal measures for health protection and the provision of medical services is outlined. Administrative and legal measures for policy implementation in the field of management of national information resources are proposed. The content of administrative and legal provision of social protection of the population as a direction of implementation of the humanitarian policy of the Ukrainian state is disclosed.
